THREE KEYS TO SHORTENING THE LAND ENCROACHMENT PROCESS
INTRODUCTION
Hundreds of entities from individuals, private developers, and government agencies strive to complete construction projects in a timely manner, but often run into delays of months or even years when they encounter a pipeline that must have an encroachment evaluation performed to confirm the safety of the proposed construction. This presentation will focus on executing a strategy for improved communication resulting in encroachment evaluations that are faster, more accurate, require less re-work for encroaching entities and produce safer recommendations. The three keys presented will take everyone’s cooperation to shorten the encroachment evaluation process.

Israel Silva, Field Engineer Manager for Encroachment at Enterprise Products
Israel Silva is a graduate of Texas A&M University with a Bachelor’s degree in Mechanical Engineering. His primary responsibilities are to manage the Encroachment Evaluation process for 50,000 miles of pipeline owned and operated by Enterprise Products that are in conflict with public and private entity roadway, drainage and utility projects. Outside of work, he enjoys serving his church by teaching a financial freedom class online to help people grow themselves and their finances.

Rebecca Eguia, Land Encroachment Manager at Enterprise Products
Rebecca Eguia is a graduate of St. Thomas University with a Bachelor’s degree in Business Administration. Rebecca has worked with Encroachments since the beginning of her career at CenterPoint Energy (formerly Houston Lighting & Power Company), and is currently the Sr. Manager of the Land Encroachments Team at Enterprise Products Company in Houston, Texas. Rebecca and the Land Management Team at Enterprise were instrumental in centralizing encroachment requests encompassing more than 50,000 miles of pipeline in 25 states. In her current role at Enterprise, she works closely with Operations, Compliance, Legal, Integrity and Engineering.
